What is the EU CBAM and who does it affect?
The Carbon Border Adjustment Mechanism (CBAM) is an EU regulation that requires importers of certain goods — including iron and steel — to report and pay for the CO₂ emissions embedded in those imports. From January 2026, only Authorized CBAM Declarants can import affected products, and they must purchase certificates matching the embedded emissions.
What iron and steel products are covered by CBAM?
CBAM covers goods classified under CN codes in Annex I of Regulation 2023/956. For iron and steel, this includes Chapter 72 (iron and steel base products like pig iron, ferro-alloys, flat-rolled products, bars, rods, wire) and Chapter 73 (articles of iron and steel like tubes, pipes, screws, bolts, structures).

Wulo runs a multi-stage pipeline: validate all standardized inputs, confirm material mass balance, then compute direct emissions (fuel × emission factor + process), indirect emissions (electricity × grid EF), and precursor emissions (precursor material × precursor SEE). When is the first annual CBAM declaration due?
The deadline for submitting the 2026 annual CBAM declaration and surrendering certificates is 31 May 2027. Recent proposals suggest moving this to 31 August 2027. Importers may also need quarterly certificate procurement covering approximately 50% of estimated emissions.
Are default emission values allowed under CBAM?
From July 2024, use of default values became increasingly limited. During the definitive phase (2026+), specific actual emission data is required. Wulo Assist can look up the latest guidance on when defaults may be used, the maximum share, and whether approval is required.
